Abstract

The present dissertation is an assessment of the current state of democracy in the Republic of Indonesia: the problems besetting it as well as the possibilities for its actualization and expansion. The framework used was the theory of law and democracy of Jürgen Habermas. The focus is on the constitution, particularly the chapters pertaining to the general elections, decentralization and regional autonomy, and civil society and non-governmental organizations. These chapters are amendments to the original charter, intended to enhance the practice of democracy and to build a democratic culture in the country. The government has crafted rules and regulations and launched programs to implement the amendments, but there have been many hindrances and shortcomings, which this dissertation explores.

The forging of democracy in Indonesia necessitates the reformation of the political institutions in the country as well as the development of a democratic consciousness through an enlightened citizenry. It is encouraging to note the efforts both on the part of the government and the people along these lines. There is also the dynamic presence and advocacy of pro-democracy movements, consisting of a wide range of societal groups, for a more democratic political system. All these initiatives need to be sustained further because building a stronger democracy in Indonesia remains a work in progress.
