Abstract
This article dissects the pathologies of the Philippines' COVID-19 response; highlighting the centrality of responsibilization; militarization; and neoliberalism in the way the Duterte administration has handled this unprecedented public health crisis. Far from a definite success; the Philippines' pandemic response has disproportionately affected marginalized populations--and in this sense; bears certain similarities to the responses of ostensibly more accomplished Southeast Asian countries.
